| The Senior Counsel, FERC Regulatory role sits within a Litigation, Employment, Environmental, and Regulatory legal team and reports to Managing Counsel. This position works collaboratively across a large, international legal department supporting a publicly traded energy company. The role focuses on advising on Federal Energy Regulatory Commission (FERC) matters, with strong emphasis on regulatory compliance and industry-specific issues. Experience with FERC regulation of liquids pipelines is strongly preferred, along with deep familiarity with energy regulatory frameworks and related legal requirements. Senior Counsel, Federal Energy Regulatory Commission Regulatory Location: Houston, TX Job Type: Full time What You’ll Do: Providing Legal counsel, advice, and support to midstream business units subject to FERC regulation, particularly on issues where FERC regulation impacts commercial strategy. Delivering advice and training to midstream and commercial business units to ensure compliance with FERC Standards of Conduct. Advising on tariff filings and rate cases, including on carrier-side and shipper-side matters. Leading audit, enforcement, compliance, and investigative matters. Partnering with business units on PHMSA compliance issues and investigations. Driving and recommending course of action to Phillips 66 Midstream Leadership. Providing regulatory guidance, support, and counsel for expanding global Commercial Trading operations. Managing outside counsel resources effectively and efficiently. Working collaboratively with Government Affairs and various business units on public policy issues and rulemakings. Providing general Legal support to the P66 Corporate Compliance function. What You’ll Bring - Required: Legally authorized to work in the job posting country J.D. degree from a law school accredited by the American Bar Association A member in good standing of any U.S. bar 6 or more years of regulatory experience Willing to travel up to 10% of time What Makes You Stand Out-Preferred: Experience with regulation of crude, NGL, and refined products pipelines Extensive knowledge and experience in the midstream area Experiencing advising trading and commercial businesses on regulatory issues Ability to work collaboratively with a highly skilled team Superior mediation, negotiation, advocacy and presentation skills, and mature judgment and discretion Experience providing advice to clients in crisis management situations Ability to manage and prioritize assignments which may be broad in scope and complexity, and which involve collaborative work with employees in different departments or with varying degrees of seniority Self-initiation on regular and complex assignments Effective utilization and communication with internal support staff including assigned paralegal and administrative assistant Excellent written and oral communication skills Total Rewards: At Phillips 66, providing access to high quality programs and care for you and your family is important to us.
