District General Counsel
This position reports directly to the Superintendent and serves as a member of the District’s Leadership Team
and Superintendent’s Cabinet. General Counsel serves as chief legal counsel and advisor to the
Superintendent and the Board of Directors; provides advice and support on all District legal matters, including,
but not limited to, interpretation of statutes, regulations, case law, contracts, student matters, labor and
employment, and compliance and policy matters. The General Counsel also represents the District in various
litigation and employment matters; supervises staff and manages representation of the District by outside
counsel; oversees District’s Public Records Office.
Essential Job Functions:

● Provides legal advice to the Board of Directors, Superintendent, and other Executive level staff; advises
the District on a wide variety of legal matters including, but not limited to, interpretation and application
of statutes, regulation, case law, contracts, student matters, and labor and employment matters
● Reviews and recommends Board policies
● Researches and answers a variety of legal questions from the Board, Superintendent, and other
Executive level staff regarding legality of District actions and policies
● Researches body of law applicable to District issues; advises and counsels the Superintendent and the
Board of Directors on various legal aspects of risk and options for proposed action
● Represents the District in a variety of litigation matters including, but not limited to, court proceedings,
grievances such as employee terminations, grievance arbitrations, municipal, state, and federal
administrative proceedings, and various hearings
● Prepares legal documents such as petitions, answers, briefs, etc.
● Reviews, analyzes, and drafts, as appropriate, District legal documents such as contracts and leases;
makes recommendations on legal adequacy and advisability
● Attends all regularly scheduled meetings and special meetings of the Board for the purpose of
providing legal counsel and service assistance
● Reviews and provides recommendations as requested by the Superintendent
● ManagesDistrict litigations and recommends resolutions
● Selects, monitors the work of, and coordinates with outside counsel; reports status; negotiates and
authorizes settlements within parameters of policy
● Assists with the District’s negotiating teams in preparing for and participating in negotiations with the
labor union teams with which the District bargains
● Reviews the existing and proposed policies, regulations, procedures, programs and activities within
the jurisdiction and responsibility of the District as they related to relevant laws, authorities,
appropriate opinions and recommendations
● Provides staff development training of administrators in legal areas, such as student rights, employee
rights and obligations, evaluations, and legal procedures
● Provides information to administrators and staff regarding legal developments (laws, decisions, and
regulations)
● Provides advice regarding personnel and labor actions
● Partners with the Washington Schools Risk Management Pool
● Supervises assigned staff; makes hiring recommendations; appropriately evaluates, approves leaves
and overtime; assigns and reviews work; provides for and encourages participation in professional
development opportunities; promotes a quality customer service environment; ensures staff receives
District-wide and department information that will enhance the overall quality of the Office of the
General Counsel
● Collaborates with outside partners and establishes professional working relationships with opposing
counsel
● Participates in staff and department meetings.
● Workscollaboratively within the professional learning community of the school and District.
● Reports to work with regular and reliable attendance and punctuality.
● Upholds board policy, District and building policies and goals.
Minimum Qualifications:
● Juris Doctor (J.D.) degree or Bachelor of Laws (L.L.B.) degree
● Fiveyears of legal experience in various aspects of law and litigation

professional development activities as needed or as assigned
● Mustmaintain all licenses and certifications as a condition of continued employment.
● Mustbeacurrent member in good standing of the Washington State Bar Association and licensed to
practice in the State of Washington.
● Valid Washington State driver’s license.
● Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.

school districts, including, but not limited to: labor and employment, academic and student matters,
capital and construction, program administration, legislative matters, litigation management, contract
and procurement, development of policy and procedures, public records, risk management and safety
and security
● Knowledge of employment, administrative, and contract law
● Knowledge of pertinent statutes and court decisions applying to the field of education
● Knowledge of leadership competencies and best practices
● Knowledge of laws impacting District risk for liability and related court decisions
● Knowledge of accident prevention techniques and procedures
● Skill in obtaining, clarifying, distilling, and conveying information
● Skill in providing leadership and developing legal strategy for the District, specifically with regard to
managing and evaluating risk
● Skill in adapting to diverse personalities and styles, establishing harmony and cooperation with others
who have competing objectives
● Skill in preparing and entering into discussions with a variety of stakeholders in situations that may be
sensitive, high-risk and publicly visible
● Ability to prepare legal opinions, briefs, legislation and other legal documents and instruments

Working Conditions:
Takes all necessary and reasonable precautions to protect students, equipment, materials and facilities.
Reports issues regarding the safety and cleanliness of the worksite and requests necessary repairs due to
vandalism, equipment breakage, weather conditions, etc.
Occasional exposure to weather. Moderate physical demand, occasionally required to lift and carry objects
weighing up to twenty-five (25) pounds and push/pull with up to twenty-five (25) pounds of force. Must be able
to walk up to 500 feet at a time and climb stairs as needed.
The District operates on a fiscal year from September 1st through August 31st. Those employees who do not
work the full year are paid over a 12-month period. This means that during the school year the monthly pay
warrants will be approximately 1/12 of the school year earnings, which allows the employee to receive a pay
warrant during the summer months.
