Under the supervision of the Division Director, the Director of Human Relations & General Counsel is a strong team player with expertise in combining oversight of human resources operations with legal expertise in employment and nonprofit law. The position will be responsible in managing the division’s HR function in concert with the agency’s main HR department, ensuring compliance with employment laws, and providing legal advice on HR-related and nonprofit business matters. This is a full-time in-person and field-based position requiring flexible hours including evenings, weekends, and some holidays. Director of Human Relations & General Counsel Location: Remote - US Pay Rate: $90,000-$140,000 negotiable DOE Essential Functions Human Relations 1. Manages day-to-day HR operations including recruitment, negotiations, onboarding, retention, and separations. 2. Develops and implements HR strategies, policies and procedures aligned with organizational goals. 3. Handles employee relations matters including investigations, conflict resolution, and disciplinary actions, in concert with divisional management team. 4. Implements and manages performance management systems. 5. Supervises appropriate administrative, human relations, and program team members as assigned. 6. Maintain organized, fully functioning, and readily accessible digital and/or manual personnel files. General Legal Counsel 7. Provides legal advice to leadership and HR on all employee-related matters. 8. Advice on compliance with California employment laws, as well as other relevant state and federal laws. 9. Identifies and mitigates legal risk associated with HR and nonprofit practices. 10. Drafts and reviews HR policies to ensure legal compliance. 11. May be involved in negotiating employment contracts and other HR-related agreements. Community Program Relations 12. Explore and develop possible creation of programmatic legal department, as resources are identified. 13. Represent, provide analysis and advocate on agency related administrative and programmatic barriers accordingly that are relevant to ensuring the agency’s efficient workflow system. 14. Represent the agency by attending local planning groups, community forums, and collaborations or consortium meetings as assigned and as needed. General Administration 15. Provide necessary programmatic documentation, including the timely completion of reports, administration of evaluation tools, and other program related assignments. 16. Provide administrative support and facilitate special projects as assigned by the Division Director as needed. 17. Regular attendance; ability to work overtime and perform duties on weekends, holidays, and evenings, as needed. Minimum Qualifications - Knowledge, Skills and Abilities Required 1. Juris Doctor (J.D.), admission to the California bar, and active license to practice law in the state of California. 2. Extensive knowledge of labor and employment law, including federal, state, and local regulations. 3. Five-year minimum experience in working & advising on a wide range of legal employment & nonprofit matters. 4. Ability to work effectively with diverse stakeholders, including HR professionals, managers, and employees. 5. Experience building and/or organizing diverse ethnic and cultural communities is a must, including, but not limited to the following target populations: people of color, LGBTQIA-2S, limited English proficient, immigrant, migrant, and undocumented groups, people with behavioral health lived experience, housing insecure, justice involved, and survivors of human trafficking, of varying ages. 6. Valid California driver’s license within three months of hire, plus proof of car insurance; reliable transportation. 7. Verification of employment eligibility and passing background check. 8. Updated tuberculosis test (annual requirement) – read, reviewed and dated by a clinician. 9. Experience and knowledge of MS Office and Outlook software, and basic data visualization apps (i.e., Canva). Non-Essential Qualifications - Knowledge, Skills and Abilities 1. Certificate in nonprofit management and/or human resources management. 2. Good problem solving and conflict resolution skills. 3. Great attitude and people skills a must. 4. Strong written and oral skills necessary for reporting and presentations. 77561 |
