Job description:
*Legal advisor to the Chair and the Board on matters relating to the internal governance of the Authority, legislation proposed by or affecting the Authority, contracts, and legal relationships with private and governmental agencies. *Provides legal services and advice to Authority Department Heads and staff members. *Defends civil rights, discrimination and other human rights violations asserted against the Authority brought in either federal or state courts.

Minimum Qualifications Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and nine years of relevant post-bar experience.

Preferred Qualifications:
• Doctor of Jurisprudence (J.D.) degree from an accredited law school and admission to the bar of New York State and should have at least 10 years of post-bar legal experience, including at least 5 years of managerial experience, preferably in the public sector.
• Candidates should have a broad experience in one or more of the following areas of practice: environmental, land use, regulatory, consumer protection, local government, transportation, licensing, and/or business law.
• Candidates should also have experience with government work, analyzing legal issues, researching and interpreting complex areas of law, and drafting and reviewing legislation and regulations.
• Candidates must have strong oral and written communication skills, experience managing legal staff, and the ability to develop and maintain strong professional relationships.

Duties Description The General Counsel, under the general direction of the Board and the Executive Director, acts as chief legal advisor to the Chair of the New York State Thruway Authority (the Authority) and the Authority Board, the Executive Director, and Department Heads on all legal matters in which the Authority is involved or concerned and does related work as required.

Job duties include:
• Legal advisor to the Chair and the Board on matters relating to the internal governance of the Authority, legislation proposed by or affecting the Authority, contracts, and legal relationships with private and governmental agencies.
• Provides legal services and advice to Authority Department Heads and staff members.
• Defends civil rights, discrimination and other human rights violations asserted against the Authority brought in either federal or state courts.
• Reviews proposed changes and additions to Authority bylaws, policies, procedures, and guidelines for compliance with existing statutes and regulations.
• Maintains close liaison with the New York State Department of State, Office of the Attorney General and with the Department of Transportation and other Executive branch agencies in connection with legal, legislative, and regulatory matters in which these agencies and the Authority have a mutual interest.
• Supervise and coordinate the activities of the Office of Real Property Management.
• Supervise the process of all litigation against the Authority and by the Authority against other parties.
• Acts as the chief legal advisor regarding the Authority’s legislative and regulatory program to include drafting legislation proposed by the Authority and legal evaluation on bills affecting the Authority.
• In cooperation with the Office of Governmental Relations, maintains liaison with legislative committees and the Counsel and program staff to the Governor.
• Handles the defense and assertion of all claims, suits and various administrative proceedings involving the Authority either directly or by providing coordination and assistance to either outside counsel or the Attorney General’s Office.
• Responsibilities may include serving a role within the Incident Command System to support the Authority’s response to regional and statewide emergency situations.

Employees with 20+ years of State/Authority service may receive up to an additional five days of vacation leave accruals annually.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.
