Job Responsibilities
This position will serve as the Deputy Inspector General/General Counsel for the SC Office of the State Inspector General (OIG) and reports directly to the Inspector General.

Among the various duties set forth in the job responsibilities, will also conduct legal sufficiency reviews of Inspector General reports, oversee the Freedom of Information Act requests, and interface directly with the general counsels of executive branch offices where it is deemed appropriate.
Directs and manages diverse programs administered by the OIG; reviews program objectives to determine compatibility with the OIG's mission; recommends program changes; implements policy, procedure or rule changes. Interprets policies and rules of programs administered by the OIG.
Supervises investigative and audit personnel.
Attends legislative, public and advocacy group hearings; meets with citizens to discuss their concerns; investigates complaints, takes appropriate action and notifies the appropriate people of the outcome of the investigations.
Participates in the management decision-making process of the OIG and is held accountable for end results.
Minimum and Additional Requirements
A Juris Doctor degree or its equivalent from an accredited law school and experience as a practicing attorney.

Necessary Requirements: Must be a member and in good standing with the South Carolina Bar Association. Must satisfy Rule 403 requirements.

Preferred Qualifications
Demonstrated experience in leading a state, federal, or county/municipal agency, either as the agency head or deputy agency head.
Demonstrated experience in conducting administrative/program inspections, audits, and compliance reviews and issuing reports based upon the findings.
Demonstrated experience in conducting complex investigations in the areas of fraud, corruption. misconduct or organizational waste, criminal investigations and/or prosecutions.
Professional certification such as Certified Fraud Examiner, Certified Inspector General Investigator, Certified Inspector General Auditor.
Outstanding interpersonal skills to easily develop rapport with the public, as well as interact with Agency Heads as a representative of the Office of the Inspector General.
Ability to clearly present information orally and/or influence others through oral presentation in positive or negative circumstances.
Strong analytical and problem solving skills.
Ability to develop and maintain effective working relationships with stakeholders, including state and federal government officials.
Ability to take action in solving problems while exhibiting judgment and systematic approach to decision making; to identify the important dimensions of a problem, determine potential causes, obtain relevant information, and specify alternate solutions.
Ability to write effectively and to extract information from written materials.
Proficient in Microsoft Office, including, Excel, Word, Visio, PowerPoint and Outlook.
