What You'll Do:

Under the direction of the Chief Legal Counsel and/or Deputy Chief Legal Counsel and in collaboration with the Legal Services team, the Assistant Chief Legal Counsel assists in the daily and strategic operational activities of the Legal Services team, such as general legal research; the review and authoring of legal briefs, memoranda, and contracts; the review of pleadings, motions, affidavits, legislations, rules, and pending litigation; and responding to SOS staff inquiries on legal matters, policies, and procedures.

Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:

Monitors, processes, and responds to public records requests under the direction of the Chief Legal Counsel, Deputy Chief Legal Counsel, and Director of Operations
Assists in developing and implementation of program policies and procedures for the Legal Services team.
Collaborates with the Ohio Attorney General’s office on pending litigation.
Reviews notary complaints and drafts recommended discipline letters.
Conducts legal research on election-related issues including but not limited to: ballot language, elections administration, and the electoral process; evaluation of tie-vote matters including the identification of legal issues and draft decisions based on statute, case law, and public policy considerations; review of court decisions pertaining to election law; compile after-action law cases; assist with the preparation of election reports, directives, advisories, budgetary issues, training manuals, memoranda, and policy statements; and assist the SOS Elections Division with Election Day preparation, oversight, and after action reporting.
Evaluates and investigates complaints about board of election operations or the electoral process; summarizes findings and makes recommendations to the Assistant Secretary of State, Director of Elections, and Chief Legal Counsel; and assists with oversight of boards of election that require additional legal and administrative attention.
Prepares responses to legal inquiries from Ohio’s local boards of election, government officials, and the general public.
Prepares for Legal Services events (e.g. seminars, trainings, workshops, presentations, etc.) including scheduling, notification, event logistics, and program content preparation in coordination with legal staff and other appropriate SOS division staff.
Prepares materials as directed by the Chief Legal Counsel and Deputy Chief Legal Counsel, including but not limited to contracts, letters, and other correspondence.
Reviews emails for the Chief Legal Counsel and Deputy Chief Legal Counsel and responds or routes to appropriate entity using appropriate communication channels (digital, standard mail, etc.).
Communicates with SOS staff and the general public on behalf and when directed by the Chief Legal Counsel or Deputy Chief Legal Counsel.
Maintains archival litigation files, including court filings correspondence and legal research; monitors news sources for developments of interest to Legal services; photocopies, labels, and organizes documents; monitors retention, archival, confidentiality, and destruction or return of document production; and works with various electronic databases used by the SOS.

Qualifications

Education

● Required: Bachelor’s degree and Juris Doctor degree from an accredited college or university, current law license, active Ohio Bar membership, and a certificate of good standing from the Supreme Court of Ohio.

Experience

● Required: 2-5 years of experience.

● Proficiency in drafting, reviewing, and revising legal documents such as memos, contracts, policies and rules.

● Proficiency in conducting legal research, analyzing statutes, case law and legal precedents to provide informed legal opinions and recommendations.

● Preferred: Experience with Ohio public records law. Experience with or understanding of election law and/or experience with litigation as well as familiarity with framework of Ohio state government.

● Follow SOS policies and procedures, as well as applicable state and federal laws and administrative code as they relate.

● Use proper research methods in gathering data; gather, collate & classify information about data, people or things.
